Snapshots the Web Access Control Editor's Draft at commit dc634d5f (solid/web-access-control-spec, dated 2026-04-20). Applies the standard TR snapshot transformations: - State line: Editor's Draft -> Draft Community Group Report. - This version: editor's draft URL -> https://solidproject.org/TR/2026/wac-20260420. - Latest published version: rel adds mem:original. - Adds document-editors-draft and document-timemap blocks. - Created / Published dates set to 2026-04-20 (matching the prior WAC snapshot's pattern). WAC 1.1 introduces acl:condition, ClientCondition, and IssuerCondition over WAC 1.0. This snapshot allows solid26 (#776, #783) to cite a stable URL when signposting WAC 1.1 features.

Use https://web.archive.org/web/20260425225256/... as a permanent reference for the WAC 1.1 ED while https://solidproject.org/TR/2026/ wac-20260420 is being created in #784. Once that snapshot PR is merged, this link should be swapped to the immutable TR URL.

Once this PR is merged, the link in solid26 can be swapped to the immutable TR URL.
