Fix private project visibility and access control

Summary

• Enable selecting Private when creating or editing projects.
• Add backend visibility checks so private projects are only accessible to collaborators/admins.
• Apply visibility filtering to project lists, search, profile projects, files, notebooks, comments, logs, publications, fork, and follow flows.
• Fix project tag listing to return tags for the requested project only.
