feat(empty-states): add tests and changelog empty-state graphics

Summary

• Add a Tests empty-state graphic: a run report with passing rows and one failing row held in a card
• Add a Changelog empty-state graphic: a release timeline with the latest release ringed at the head
• Both follow the existing resource-empty-state set (hairline, surface ramp, logs-style down fade) and replace the bare empty states on /tests and /changelog
