Retain the Oracle origin and credential safeguards while respecting staging test cleanup. Adopt shared test mocks and keep unused internal types private for current audit compatibility.

Summary
Expands the existing Oracle Fusion Cloud HCM integration to 76 tools (67 reads, nine writes) in one block: 18 workforce/absence tools preserved, plus 21 payroll-record/result, seven compensation, 16 talent/performance, and 14 Time and Labor tools. Preserves the original four selectors and adds 12 credential-bound selectors.
Stacked directly on #7427,
feat/oracle-fusion-foundationat15294a2b40aaeb176f6ec79599ce790eadd969e9. The original HCM commit is its direct child, with expansion following it. No foundation implementation or shared behavioral changes.Scope and contracts
Recruiting, Learning, payroll-flow orchestration, tax/payment administration, approval-sensitive talent writes, device ingestion, and third-party transfer acknowledgements remain excluded.
Validation
Independent read-only validate-integration, validate-selector, and memory-load-check source review is approved, with no unresolved HCM correctness/contract findings. Review corrections cover documented time combinations and partial updates, deliberate element value clearing (explicit null or a model-expressible clear flag, using the existing Ashby precedent), nullable list identifiers, optional selector context, and authoring guidance.
Final revision:
4c4bfd00cb9bebcb061199dbb37aa1850a23c957.No local tests, builds, lint checks, type checks, or audits were run. Approved metadata/docs generators were run. No live-tenant writes were performed. Tests use official-documentation-grounded fixtures.
Boundaries and precedents
Expansion follows the approved file tree: one declaration per tool; extensions to existing HCM schema/projector/operations/executor/block/provider/tests; existing registries and generated metadata/catalog/docs only. Main precedents are the original HCM implementation, Workday compensation, NetSuite closed resource variants, Rocketlane time inputs, and Fusion SCM exact-integer mutation transport. Nullable direct execution follows
tools/ashby/set_custom_field_value.ts; the explicit clear flag followstools/ashby/update_candidate.tsand its block/tests; optional selector dependencies followblocks/blocks/microsoft_excel.ts.Foundation PR change requests: None. The shared required-parameter/null and model-schema nullable-scalar limitations are handled locally with the established Ashby clear-flag pattern, not shared changes. No file-tree deviations.
Oracle evidence and tenant prerequisites
Before production, verify licensed/provisioned modules, country/LDG configuration, least-privilege data access, effective-dating behavior, supported salary bases, time attributes/reasons, and asynchronous processing in an explicitly authorized non-production tenant.
Leave open for human merge after the foundation. No auto-merge.
