Adds conda:rsync to the shared mise baseline. Apple ships a 2006-era openrsync clone (no --info=progress2, slow delta scans); conda-forge has real rsync 3.4.x builds for osx-arm64, and mise's conda backend resolves it directly — no Brewfile entry needed.

Also restores the aligned-entries formatting that a leaked TAPLO_CONFIG (pointing at lit-ui-router's taplo config) clobbered in the first commit.

Previous commit ran taplo with TAPLO_CONFIG pointing at another project's
config, collapsing the repo's align_entries formatting. Re-ran with the
repo's own .taplo.toml.
