This bumps the image tag we use s.t. the systemd changes introduced in simplyblock/vela-os#3 are included. The image is a drop-in replacement for the old one, it only enables future development, doesn't change the black-box behavior of the existing VM. On the controller side, the only necessary change is to wait for pgbouncer to become online, not the database itself, before attempting to set the password to ensure migrations are run.
The tests are failing due to an unrelated issue, I confirmed manually that resizing works in principal.
