This PR adds the ability to send silent Discord notifications for test failures by conditionally setting Discord message flags based on the workflow name. When the "Test Failure Notification" workflow fails, the notification is sent with the suppress notifications flag (4096), preventing pings to mentioned roles.

- Extraction of workflow name into an environment variable for reuse in both the conditional logic and the embed title
