scp-fs2open#7139 performed a very valuable cleanup of the for ships blowing up with live debris submodels, though a check fell through the cracks--namely that subsystems without a valid submodel should not try to produce live debris. This PR integrates that conditional and fixes the reported crashing that could occur when ships were destroyed.
