feat: detect ty.toml/pyrefly.toml and rename MyPy family - #870

MY100 now passes with a standalone ty.toml or pyrefly.toml. The family shows as "Type checking", and the typing guide covers MyPy, Pyrefly, and ty. Assisted-by: ClaudeCode:claude-opus-5-5
