chore: add operant catalog contract

Summary

• add a full-name portfolio catalog contract for saagpatel/operant
• keep the existing local operant-public contract intact while giving GitHub audit metadata a direct match
• verified the refreshed control center clears operant from the operator queue after reviewed acknowledgments
