This PR adds a $TAR_FLAGS variable for modify the behavior of the tar command and try to solve the problems discussed in #469.

The $TAR_FLAGS variable is populated after checking some tar version verifications.

I don't have much expertise on this, but I tend to use your first workaround in #469, i.e., something like

chown $(whoami):$(id -gn) tinytex.profile
