Running
revdepcheck::cloud_check(), it's apparent there will be quite a few failures on CRAN if we submit a new version of tensorflow that usespy_require().These are legitimate failures that users encounter if they don't intentionally install old package versions.
It might be better to release a new back-compat keras package version that pulls in
tf_keras.
