feat(fmt): resolve formatter overrides

This PR adds per-file formatter override resolution so define.fmt.overrides follows Prettier 3.9.6 matching semantics. It matches files and excludeFiles relative to the config root, applies later overrides last, and avoids per-file option copies when no overrides are configured. micromatch@4.0.8 is bundled through a development dependency, so it does not become a runtime installation requirement.
