What

The "Version bump: none" section of .claude/wurk/commit.md ended with "only the publish (mix hex.publish, a GitHub release) is the operator's, in every campaign", which contradicts the release row of CLAUDE.md: since ADR-0019 the release workflow publishes to Hex on the tag push.

That one sentence now says the release workflow publishes on the tag push (ADR-0019), that an agent or a session never runs mix hex.publish, and that a GitHub release stays the operator's. Its last two lines are re-wrapped as part of the same sentence; no other line of the file changes.

Gate

No Elixir code changes. Full mix quality was still run on this head before the push, as .claude/wurk/mr.md asks, and is green (attested by mix quality.verify). No changelog fragment: agent tooling takes none under changelog.d/README.md.

Review

In-turn review of the diff: the new wording follows CLAUDE.md's release row and the record it cites by number. No record text in this PR.

The version-bump paragraph of .claude/wurk/commit.md still said the
publish was the operator's. Since ADR-0019 the release workflow
publishes to Hex on the tag push, so the sentence now says that, that
an agent or a session never runs mix hex.publish, and that a GitHub
release stays the operator's, matching the CLAUDE.md release row. No
other line of the file changes.
