Enables the README stage at severity :error - #184

Conversation
The ex_quality dev dependency moves to ~> 0.16, the first release that ships the README stage, and .quality.exs enables that stage at severity :error with the comment statifier_oban carries for the same block. The README already passes: 165 lines, every part present. ex_quality 0.16 also reports its opt-in Diataxis stage as skipped, so the manifest classes that skip as project-level, as statifier_oban's manifest does. Only the ex_quality line of mix.lock moves. No file under lib/ changes. Refs: sui-twtx

What
mix.exs: theex_qualitydev dependency moves from~> 0.15to~> 0.16, the first release that ships the README stage. Inmix.lockonly theex_qualityline moves (0.15.1 to 0.16.0); no other lock line and no runtime requirement changes..quality.exs: the README stage is enabled atseverity: :error, with the same block and comment statifier_oban's.quality.exscarries. The line ceiling comes fromreadme_max_linesin.claude/diataxis.md.The README passes the new stage as it stands ("165 lines, every part present"), so no README text changes.
Authority
This gate change is pre-approved by the operator's campaign consent, adopted 2026-10-10, quoted verbatim: "I pre-approve exactly these quality gate changes and nothing else: the
ex_quality ~> 0.16dev requirement and the README stage at:errorin statifier-ex, opentelemetry_statifier, statifier_datamodel and statifier-ui".Provenance
.claude/wurk.json: ex_quality 0.16 also reports its opt-in Diataxis stage as a skip line. The kit's gate reader blocked on that unclassified skip, so the manifest'sproject_level_skipsgains the same entry statifier_oban's manifest carries for it. No stage is disabled and no threshold moves; the entry classifies a stage this project has never enabled.Gate
Full
mix qualitygreen on this head: every stage passed, 1,210 of 1,210 tests, 93.6% coverage, attested bymix quality.verify. The skip lines are Diataxis (project-level, opt-in), Gettext and Sobelow (not applicable, as before). No changelog fragment: a quality gate change takes none under

In-turn review of the diff: the
.quality.exsblock is byte-identical to statifier_oban's; the lock moves one line. No record text in this PR.
