tried to un-cap numpy, but ran in to old version issues with either out of support versions of python (3.9) or out of support versions of pandas (1x). I'll revert for now so this can pass cleanly, but we should revisit this as part of an update to our minimum supported version policy. see #219 |

this is a minimal commit to cap pandas temporarily at v2x until version 3 is better understood in our community of developers, and in the python community in general.
@rburghol let's keep your PR open so we can discuss changes, and work towards comprehensive pandas v3 support.
