Small changes (pre pandas3)

This is OK to merge -- and likely should be merged to allow development in parallel with the pandas update (which appears to affect testing as well as needing to be updated carefully since timeseries inputs can make model results diverge if the pandas update is not functionally identical):

• introduce code to close an h5 file after a cmd prompt run hsp2 run test.hdf to eliminate the warning message. (and make use of the run command in a python script, like the test bot, more tidy
• Trigger a run of tests, of this branch based on develop with minimal changes
• This tests out OK on a local 3.9 python install with a blank environment
• passes pytest for python3.9, python3.10, and python3.11pandas<2.0 pass on github as well.
