native/quasar/pinocchio/solana-asm use heyAyushh/setup-solana, not setup-anchor, but each carried a copy-pasted comment attributing the pinned solana-cli-version to 'setup-anchor'. Reword to describe why the version is pinned without naming the wrong action.
