This notice is copied from CPython’s Lib/turtle.py and accompanies the English docstrings extracted into sources/turtle.json. My understanding is that the project’s LICENSE and CLA coverage do not by themselves replace this upstream notice, which explicitly requires retention in source distributions. Does the licensing arrangement you’re referring to also cover removing that notice?

The license you copied no longer applies to the module, it was relicensed when it was added to CPython. As for adding the PSF license, this project is under it so I think it's fine.
