Trivial typo fixes in user-visible docstrings (suggest skip issue and skip news):

• os.getppid() (Modules/posixmodule.c): "others systems" -> "other systems", "proces" -> "process"
• _zstd.get_frame_info() (Modules/_zstd/_zstdmodule.c): "infomation" -> "information"
• sysconfig._installation_is_relocated() (Lib/sysconfig/__init__.py): "targetted" -> "targeted"

The clinic headers were regenerated with Tools/clinic/clinic.py, so only the docstring text and the checksums changed.

Backports: 3.14 is #161203. The 3.15 backport is ready on thejesh23:backport-126f33e-3.15 (cherry-picked with -x, clinic header regenerated on 3.15), but GitHub refuses to let me open a PR against 3.15 ("does not have the correct permissions to execute CreatePullRequest"). Could someone open it from that branch, or let me know if 3.15 is restricted right now?
