Fixes #430.

Add local test setup, full-suite and focused pytest commands to the contributor guide. Explain translation-related skips and link to the CI workflow and tox configuration.

Verified on Windows, Python 3.13.15, with the tests extra:

  • Full suite: 744 passed, 112 skipped (missing translation binaries/gettext tools).
  • tests/test_number.py: 241 passed.
  • tests/test_number.py -k intcomma: 36 passed.

Only the contributor guide changes.

It's better to use tox locally, it handles the venv stuff. Don't repeat supported Python versions.
