ci: pin GitHub Actions jobs to ubuntu-24.04 - #79

GitHub is moving the ubuntu-latest label to Ubuntu 26. Pin every Linux job in this repo to the ubuntu-24.04 runner so they stay on 24.04 LTS. Co-authored-by: ProxyMesh AI <proxymeshai@users.noreply.github.com>
