Summary
Add Java 25 to the non-publishing CI jobs. The test workflow now runs on Java 25, 21, and 17 in that order.
Publishing workflows are unchanged.
Verification
.github/workflows/build-test.ymlchanged.git diff --checkpassed. The new jobs will be exercised by CI.AI assistance: OpenAI Codex made and reviewed the workflow edit.
