This just changes the versions of the node that runs the custom private actions (i.e. the matrix generator and the dynamic steps writer), i.e. it does not break any users of the action.
This also adds a
lockfile-version=3in an attempt to deconfuse npm (renovate?) - npm did have bugs with lockfile version detection and it seems for whatever reason it's dropping the integrity fields in #31 (maybe because they were missing for some packages originally?). Hopefully re-generating the lockfiles in the newest version will make the renovate issue go away. I'll follow that up later if it doesn't. Note that the actual dependencies are checked into the repo and have not changed.
