fix(server): Claude --settings and prompt-file launch args expand ~ - #26649
The Claude provider's --settings <file> and --append-system-prompt-file <file> launch arguments did not expand ~, although the Binary path field of the same provider already does. T3 reads both files itself, so --settings ~/.claude/settings.json was resolved as <project>/~/.claude/settings.json, and the first message in any project failed with "Claude could not read the --settings launch argument at /path/to/project/~/.claude/settings.json as a JSON object."
Reproduced on main 9e09926 with the reporter's steps: dev server on a fresh database, Settings → Providers → Claude → Launch arguments, a project outside the home directory, a new Claude thread.
Change
readClaudeLaunchArgSettings and readClaudeAppendSystemPromptFile in ClaudeAdapterV2.ts now pass the value through expandHomePath(value, HostProcess.HomeDirectory) before resolving it against the cwd. That is the same helper and home directory binaryPath already uses. Relative paths still resolve against the project directory, and absolute paths and inline --settings JSON are unchanged.
New regression test in apps/server/src/orchestration-v2/Adapters/ClaudeAdapterV2.test.ts, one parametrised case per flag: reads --settings ~/.claude/settings.json from the home directory and reads --append-system-prompt-file ~/.claude/settings.json from the home directory. On main both fail with the …/<cwd>/~/.claude/settings.json error. With the fix, the whole file passes (250/250), including the existing relative-path, inline-JSON and error-message cases.
vp run check:changed passes.
Runtime check in the web app on a fresh dev database (Linux, Claude CLI 2.1.303, Haiku 5.5), each run in a new thread. Full runtime-transcript.md.
These tests reproduce #26631: --settings and --append-system-prompt-file
values starting with ~/ resolve under the project cwd instead of the
home directory, so the turn fails before Claude opens.

`--settings ~/.claude/settings.json` and `--append-system-prompt-file ~/...`
were resolved against the project cwd, so they read `<project>/~/...`.
Expand a leading `~` with the existing expandHomePath and
HostProcess.HomeDirectory before resolving, matching binaryPath. Relative
paths still resolve against the cwd; absolute paths and inline JSON are
unchanged.

Macroscope's review found this PR approvable — Claude settings and prompt-file launch arguments now resolve leading ~ against the host home directory. The change is limited to explicitly configured paths and preserves existing validation and default behavior.

The change adds regression tests for ~/ paths in Claude’s --settings and --append-system-prompt-file arguments. It also updates comments about path expansion and cwd resolution. No implementation behavior changes are reported.

Explanation
The PR meets the coding requirements in [#26631]. readClaudeLaunchArgSettings and readClaudeAppendSystemPromptFile call expandHomePath with HostProcess.HomeDirectory before path resolution. Existing relative paths remain cwd-relative. Updated comments document this behavior. The new parametrized tests use separate home and cwd directories and verify both launch arguments read the home-directory file.

Explanation
The changes stay within [#26631]. The implementation updates the two affected Claude launch-argument readers. The added tests cover the reported regression. The comments document the changed path behavior. No unrelated product behavior or files changed.

Describe both launch-argument paths relative to the configured project cwd.
The normal adapter passes turnInput.runtimePolicy.cwd to both readers. The append-file comment says “process cwd,” and the settings comment only says “cwd.” Both descriptions should identify the configured project cwd. Otherwise, users can place a relative file in the process cwd and receive a file-read error because the adapter looks in the project cwd.
Suggested fix
- * the file relative to the process cwd, expanding a leading ~.+ * the file relative to the configured project cwd, or the process cwd when no project cwd is configured, expanding a leading ~.
...
- * JSON, anything else is a file path relative to the cwd, expanding a leading ~.+ * JSON, anything else is a file path relative to the configured project cwd, or the process cwd when no project cwd is configured, expanding a leading ~.
This documentation-only change is the complete correction. No runtime change is required.
