Translation of php/doc-en#5548 (commit 9bf8b90): adds the
uri.normalizationanduri.non-normalizationsnippets to the RFC 3986 getters and recomposition methods, fixes the class name inUri\WhatWg\Url::__construct, rewrites theuriparameter description for WHATWG URLs, and updates the examples (IDN host for the ASCII/Unicode methods, no closing tag).
