docs: reconcile consolidation closure (NO_BUMP)

Summary

• reconcile the existing EP consolidation record with completed local cleanup
• preserve both cleanup-created parking/provenance refs and all existing durable residuals by exact SHA
• retain Draft: managed post-assurance publication closure #175 unchanged as OPEN/DRAFT/PARKED_NOT_QUALIFIED and keep qualification/publication claims distinct
• keep only the actually required future producer capability available to the later Forge readiness audit

Documentation-only. NO_BUMP. No product code, tests, workflows, #175 state/head, runtime, CENTRAL, installer, release, qualification, grant, credential, or budget changes.
