docs: park EP repair and consolidate remaining evidence and ref decisions

Scope

Owner-requested FOUR_REPO_CONSOLIDATION_PARKING_2026_09_10. NO_BUMP; documentation only, separate from source repair #175. Add a scoped parking roadmap/DAG and additive BOOTSTRAP pickup checkpoint.

Keep #175 OPEN/DRAFT and exact head 9ac3bd2 unchanged. Its early parking PR creation is not first-publication-after-assurance proof. Retain technical/hosted tests separately from missing durable Managed-run/current independent Q/S evidence. Record the primary 2.3.1 capability report, future PR-proof/runtime/authority decisions, version lineage and broader parked lanes.

Also preserve remote operational-record branch 4026ad1 (post-#113 test residual), version branch 63bb8f1 (closed-unmerged #126, prepared/applied receipt discrepancy) and release history. EP full local worktree inventory is still missing; no deletion or cleanup is inferred.

GitHub compare: exactly three documentation files, additive only relative to main. Four cross-repository JSON files verified against remote Git blob SHA, parsed, unique IDs, resolved dependencies, no cycles, execution disabled and no unrelated canary gates (32 nodes). No complete local EP suite or independent LLM review is claimed; ordinary hosted qualification remains required on this exact documentation head.

No changes to #175 branch, product source/tests/workflows/package, primary runtime/CENTRAL, credentials, grant/budget, release, install, local worktrees or refs. No review/run dispatch. Only this documentation proposal is eligible for normal protected merge when qualified; product repair remains parked.

All six PR workflows completed successfully before the normal protected merge: EP validation 34454876955, Trusted Delivery 34454877337, Golden Qualification 34454876991, Security baseline 34454877147, CodeQL 34454877036 and TDE observe 34454877275. The ordinary Owner Authorization status was successful; no fabricated approval or independent LLM review was claimed. Documentary graph bytes matched GitHub blob SHAs and the 32-node four-repository graph set passed structural/cross-product validation.

This closes documentary consolidation/parking, not the original Managed-run DoD or physical local cleanup. Local inventories remain USER_REPORTED with explicit per-target evidence gaps; full EP worktree inventory is still missing. No product implementation, review/run dispatch, Mac cleanup, primary runtime/CENTRAL, grant/budget, release, installation or canary changed.
