Currently, geocoding halts if an API call fails. This task involves adding support for detecting response codes that indicate that the application is being throttled or rate-limited and will automatically retry (with an incrementally increasing delay between successive retries) up to a fixed number of attempts before halting.
Note that 4xx errors are not retryable, so should not trigger retry backoffs.
