I'd like to get at least one more approval from @oss-review-toolkit/tsc.

These are too cumbersome to maintain / update, and Copyrights anyway are
valid for 70+ years [1].

The previous license headers and similar were talking about "The ORT
Project Authors" when referring to the `NOTICE` file, however the
`NOTICE` file only lists Copyright Holders, which not necessarily are
the Authors.

Fix that by saying "The ORT Project Copyright Holders" and adding a
sentence to the `NOTICE` file where Authors can be looked up from.

For transparency, distinguish Corporate from Individual Copyright
Holders. To start with, add all current TSC members [1] as Individual
Copyright Holders. The year is based in the first contrbution made,
assuming that all TSC members did individual contributions in that year,
even if not always using their personal email address, e.g. for
contributions that clearly lie out of regular work hours.
