Aligns develop with stable by pulling in dependency updates. Upgrades
h24.3.0 → 4.4.1 and transitivehpack4.1.0 → 4.2.0; no application code changes and no behavior change expected.uv.lockchanged; verify CI/build and any HTTP/2 code paths.uv synclocally and in CI to pick up the new locked versions.Written for commit 92528ab. Summary will update on new commits.
