The single E2E package prevents component suites from being selected as separate Go packages. Establish the PR1 layout from docs/designs/e2e-per-component.md: keep every current feature together under operator-controller/features, move the complete step package and diagnostics into test/internal/e2e, and introduce a thin component entry point backed by an internal shared runner. Feature contents, step implementations, RBAC templates, and feature filenames are unchanged. Component ownership and step partitioning follow in separate branches.
Keep summary generation under test/internal/summary and embed its templates so it works from each suite directory. Move envtest helpers from the public test package to internal/testutil, update API/controller unit-test imports, and adjust project-root discovery. These test utilities remain reusable within their intended callers without exposing Go APIs that future refactors must preserve. A future repository split must explicitly extract or copy the required helpers.
Update Makefile, workflow, upgrade-suite, and documentation references with the moves. Aggregate commands use ./test/e2e/... and preserve the parallel/serial tag policy; serial and demo runs also serialize Go packages. Preserve downstream's explicit test/e2e/features_test.go command with a compatibility entry point excluded from package discovery.
Validation:
make lint, make verify, and umask 022; make test-unit pass; all 52 unit-test packages pass.
Component, legacy downstream file, and upgrade entry points compile.
Component and legacy registration match all 128 baseline step definitions.
All 46 feature, step, template, summary, and diagnostic files compared across the internal-helper relocation are byte-identical.
Package discovery finds the component suite under test/e2e/...; reusable Go helpers are internal.
Standard and experimental live E2E passed for the initial layout, including all 98 non-demo experimental scenarios and all 913 steps without skips. These live suites were not repeated for the internal-helper relocation.
The downstream Makefile still invokes the preserved compatibility entry point; OTE registration is separate and has been inspected, but its build has not been run here.
The workflow edits update paths required by the move and need maintainer review. Removing the old public test packages still requires the existing go-apidiff-override label for this migration.
End-to-end tests support component-specific or aggregate runs, scenario selection, and optional test summaries.
Documentation
Updated testing guides with instructions for running component and aggregate suites, selecting scenarios, and locating shared test steps.
Chores
Updated test workflows and commands for the reorganized test suites, including serial test runs and demo triggers. Aligned failure diagnostics with the updated test layout.

The E2E tests now use a shared Godog runner and an operator-controller suite entry point. Feature files and shared helpers use component and internal package paths. Test utility imports, summary-template loading, commands, workflows, and documentation reflect the updated layout.
Changes: E2E Runner Migration
Layer / File(s)
Summary
Runner and summary generation test/internal/e2e/runner.go, test/internal/e2e/runner_test.go, test/internal/e2e/summary_test.go, test/internal/summary/summary.go
The shared runner selects feature paths and runs Godog. It generates a summary when E2E_SUMMARY_OUTPUT is set. Tests cover selection behavior and summary output. Summary templates are embedded.
Component and legacy suite entry points test/e2e/operator-controller/suite_test.go, test/e2e/features_test.go, test/e2e/operator-controller/features/*, test/internal/e2e/steps/*
The operator-controller suite registers setup, steps, and hooks with the shared runner. The legacy entry point is gated by the e2e_legacy build tag. Feature files move under the operator-controller suite, and shared steps move under the internal test tree.
Internal test utility boundary internal/testutil/envtest.go, api/v1/suite_test.go, cmd/object-controller/main_test.go, internal/.../suite_test.go, internal/operator-controller/action/action_test.go, internal/operator-controller/applier/boxcutter_test.go
Envtest utilities use the internal/testutil package, with updated project-root path discovery. Test imports now reference the internal utilities.
E2E commands and workflows use the component-suite and internal-resource paths. Upgrade tests import shared steps from the internal tree. The E2E and upgrade documentation and design describe the component layout, helper locations, and updated commands.

As part of this body of work (not necessarily this PR), I think we should move all test utilities under a test/internal tree (or similar). We constantly see go-apidiff errors because we have Go APIs/functions/types that are technically public that should not be. (This PR is exhibit A 😄)

Update the step registration path in the Claude command.

Done. Updated /list-e2e-steps to read test/internal/e2e/steps/steps.go and list definitions through the component suite with --godog.definitions. The command documents the required KUBECONFIG initialization and expected listing exit status; both component and compatibility entry points print the same 128 registered steps.

We should probably remove downstream specific info here in the upstream. Is there something we should add to github.com/openshift/operator-framework-operator-controller together with these changes? (in docs or anything else?)
The reason will be displayed to describe this comment to others. Learn more.
Done. Removed the downstream-specific explanation from the upstream E2E README. I also checked the downstream checkout: openshift/Makefile:49 still uses the retained explicit-file Godog entry point, and OTE registers independent Ginkgo suites, so I found no required companion change for this stage. A migration note would fit in openshift/dev_notes.md; before PR2 distributes features, the downstream target needs ./test/e2e/... with -p 1, preserving its tags, oc, and timeouts.
Move the shared E2E runner, steps and diagnostics under test/internal/e2e.
Keep summary generation and its embedded templates in test/internal/summary.
Move the public envtest helpers to internal/testutil so API and controller
unit tests can still use them. Adjust project-root discovery for the new
location, update imports and workflow paths, and align the E2E design.
These helpers no longer expose Go APIs that future test refactors must
preserve. The initial removal of the existing public packages still needs
the go-apidiff override.

Done. Added features/.gitkeep under catalogd, object-controller, and platform, and updated the README and design to show the reserved directories. Suite entry points and feature moves still follow in PR2, so Go package discovery continues to select only the current operator-controller suite.
Done. Shared E2E helpers live under test/internal/e2e, summary generation remains under test/internal/summary, and envtest helpers used outside test/ live under internal/testutil. The initial removal of the public packages still needs the API-diff override, while subsequent internal helper changes avoid creating public Go APIs.
