Promoting the DRA/Allocating GPUs feature to GA.

Added information on admin access and priority lists.
Updated the API from resource.k8s.io/v1beta1 to resource.k8s.io/v1
Added that exactly or firstAvailable is required in the resource claim or template.
Removed TP references.

Allocating GPUs to pods by using DRA -- Updated title, various edits, removed TP.
About GPU attributes -- Edits
About GPU allocation objects and concepts -- Various edits. New section "Admin Access"
Adding resource claims to pods -- Removed TP. Added example ResourceClaim.
