[SREP-3811] Add service log template for infra node EBS volume type change

Add infranode_volume_type_changed.json template for use by osdctl cluster change-ebs-volume-type command when replacing infra nodes with new EBS volume types (e.g., io1 to gp3).

Parameters: PREVIOUS_VOLUME_TYPE, NEW_VOLUME_TYPE, REASON
