The repository is moving from gke-labs/open-rl to openrl-dev/openrl as part of CNCF onboarding. GitHub redirects the old repo URL, but image paths under ghcr.io, the Go module path of the scheduler controller, the Pages DNS target, and the site workflow's owner check do not follow redirects, so every hard-coded gke-labs/open-rl reference changes here in one sweep. The PyPI package stays open-rl. Merge immediately after the transfer and rename, then re-run build-and-push so the images exist under the new org.
