Update @edx/frontend-plugin-notifications dependency from ^2.0.5 to ^2.0.11.

Notable changes in the updated package:

• Removed jest-environment-jsdom as a direct dependency
• Relaxed version constraints for classnames, lodash, timeago.js, and uuid
• Updated uuid from v10 to v13
• Reduced transitive dependency footprint (removed bundled jsdom, tough-cookie, and related packages)
