feat(idp): configure trusted proxies via IDP_TRUSTED_PROXY

Description

Wire IDP_TRUSTED_PROXY for idp.trusted_proxy as a comma-separated []string env var (via envdecode.decodeSlice), completing the TODO in services/idp/pkg/config/config.go.

introductionVersion is %%NEXT%% (8.0.0 just shipped).
