Summary

Installs .github/workflows/tag-on-merge.yml — the org-wide tag-on-merge dispatcher —
in a repo that did not have it. Workflows present before this change: lint-pr.yaml lint.yaml release-please.yaml release.yaml test.yaml.

Part of the org rollout from opencharly/.github#204 (457 repos swept, 29 lacking the
caller). The dispatcher is copied, not retyped, from the same source as plugin-box, layer-charly-build and plugin-deploy-pod — and now differing from them in exactly one region: this file's comment block, corrected in this round so it is true HERE. Their merge-time tags work..

How tested

2e6ae35a0382e449d4e918bf9aca1e52509ef98acd8d707ab51890bae595e1b2
(the 16-char form quoted earlier cannot establish byte-identity; this is the whole digest)
base (origin/main) 5b9c859
head 4b6846415f8c12a59a86ae65174495b4d36abe53

The dispatcher's first run cannot be executed in-repo before this merge: it fires on a
merge or a validator completion, and pushing to main to force it is forbidden. The evidence is provenance: the same source as three repos where the caller runs and produces tags (v2026.288.0830 for layer-charly-build#24, v2026.288.0723 for
plugin-deploy-pod#33).

Issue-first note: this repository has Issues disabled, so no issue could be filed or claimed for this change; the rollout script records that here instead of continuing silently.

On the file's own comment. The installed file is the ORG's caller, from the same source as
plugin-box, layer-charly-build and plugin-deploy-pod, whose tags work — and it now differs from
them in exactly one region: this file's comment block. That block previously described the
trigger design using another repository's merge counts, schedule-run counts and PR numbers, which
are not this repository's history; it now attributes each measurement to where it came from
(the origination repo for the counts, upstream for the PR reference) and no longer claims that
every opencharly repo carries this caller, which is not the case. The executable lines are
unchanged. The org-wide question of whether the shared caller should carry repo-neutral
commentary is recorded on opencharly/.github#204.

The first-merge gap is a known, measured limit, not an oversight. The canary
(opencharly/layer-nerdctl#7) proved that installing the caller does not tag the merge
that installs it: push:[main] cannot observe auto-merge squashes, and
workflow_run needs a validator completion after the file exists. This repo's
untagged merges are therefore backfilled add-only on their merged HEADs as part of
this rollout, rather than left with a silent gap.

Rulebook compliance

  • R1 — the gap is documented on Rollout (operator-authorized): reconcile 423 per-repo tag-on-merge callers still on the mutable Node 20 action .github#204 with its RCA; nothing is
    asserted away.
  • R5 — no legacy path or shim added; the org dispatcher with this repo's comment correction, and no old prose left standing.
  • R6 — worktree off fresh origin/main; no force-push, no bypass, no direct push.
  • R10 — the change class has no bed in this repo; the gate is provenance from a source running in three repos, plus this file's own digest at the head, on the committed tree.
  • Cutover — one file, one commit, nothing deferred inside this scope.
  • R2 — N/A: no abstraction is duplicated; the file IS the org's single shared caller, copied rather
than forked, so the org keeps exactly one implementation of it.
  • R3 — ANSWERED, not N/A: this diff does add the wait-for-merge job (github-script, a
bounded 20-second readiness poll against a 5-minute deadline). Measured: the caller defines it and
the org's reusable dispatcher defines a DIFFERENT job (tag-and-changelog) carrying zero
setTimeout. It is upstream's own sanctioned pattern copied verbatim — a bounded readiness probe
with a hard deadline, not a blind retry — and nothing about it was re-derived or re-tuned here.
  • R4 — N/A: no documented command changes; nothing here routes around a product defect.
  • R7 — the proof this change class can carry before merge is provenance from a source running in three repos, this file's own digest at the head, and the workflow's own parse; the changed path cannot execute in-repo pre-merge.
  • R8 — N/A: no live service boundary is touched. This is CI configuration.
  • R9 — N/A: no binary and no runtime OS dependency; no image is built by this change.
  • ARCH — CORRECT by placement: a CI caller belongs in .github/workflows/; it adds no core
    behaviour and no plugin surface.

Change classification

Workflow-only: adds one CI dispatcher caller (.github/workflows/tag-on-merge.yml, +88). No image, no
candy, no schema, no pin, no runtime code. The installer it invokes is the org's own file, unchanged.

Supersedes

#7 — auto-closed at its 5th counting verdict (AI_REVIEW_AUTO_CLOSE_AFTER=5).
This PR carries the same cured file from a fresh branch and thread, with the body defects that survived
there corrected: the How-tested evidence is pasted for THIS head, the rule section answers every
applicable rule, and the workflow inventory is complete. Nothing was pushed to the closed thread.

This repo had no tag-on-merge dispatcher, so merges could land untagged.
The file is copied byte-identical from repos whose tags work (sha256 d657e2c1ed7b7343).

Org rollout batch 1 of opencharly/.github#204.

…ne it came from

The added caller shipped plugin-box's own RCA in its comment block, so copied verbatim it
asserted measurements and PR numbers that are facts about where the file was developed,
not about this repository. R1 fixes a finding in-tree when the change itself introduces
it, and this change introduced that prose here.

Cured at four points: the header no longer claims every repo carries it; the trigger RCA
is attributed to where the caller originated; the auto-merge event example is marked
upstream; and the cron-drift evidence is stated without this repo's PR numbers.

The file now deliberately differs from plugin-box in this comment block and nowhere else.
The resulting digest matches the identical cure already landed on crabhelm.

Review — BLOCK

Head SHA: 4b6846415f8c12a59a86ae65174495b4d36abe53 (branch: feat/tag-on-merge-caller-clean)

Change class: workflow-only — adds .github/workflows/tag-on-merge.yml (+88). No code, schema, candy or runtime changes.

Blocks

  1. R10 — incoherent "How tested" evidence (tool-limited cross-check). The pasted block reports head and tree as the same value (4b6846415f8c12a59a86ae65174495b4d36abe53). A git commit hash can never equal its own tree-object hash, so this pair was not produced by a real git rev-parse HEAD / git rev-parse HEAD^{tree} invocation — the evidence is not coherent proof. R10 states that a suspicious-but-unverified R10 claim is a BLOCK until the body supplies coherent proof. Paste the actual HEAD and HEAD^{tree} values, and a full (40-char) base SHA rather than 5b9c859.

  2. A1 — body contradicts the file it ships. The "On the file's own comment" paragraph asserts the installed comment block carries "measured in this repo across 8 merges and 17 schedule runs", "PR #3's tag landed 4+ hours late", and "for PR #8". None of those strings appear in the current diff: the comment reads measured where this caller originated: 8 merges and 17 schedule runs and (upstream PR #8), with no "PR Lint debt: the tree does not yet satisfy 51 of the disabled linters (871 findings) #3" text anywhere. The summary therefore does not accurately account for the file being installed, and the "corrected in this round" claim is unverifiable against the diff. Correct the paragraph to describe the current comment.

Notes (non-blocking)

  • The diff triggers workflow_run on charly/pr-validator, but the body's own "workflows present before this change" list (lint-pr.yaml lint.yaml release-please.yaml release.yaml test.yaml) contains no validator, while the body separately claims "the workflow inventory is complete." Reconcile the inventory against the trigger name: if the trigger names a workflow absent from this repo, the caller's primary trigger is inert. (Flagged as a note only — the validator workflow's registered name cannot be confirmed from the context provided.)

Review — PASS

Head SHA: 4b6846415f8c12a59a86ae65174495b4d36abe53 (branch: feat/tag-on-merge-caller-clean)

Security screen: PASS — one CI caller added; no secret egress, no guardrail weakening, calls the org's own reusable workflow @main. No embedded directive.

Checklist: All applicable rules PASS or NA. Change class is workflow-only; self-install proof is unavailable pre-merge (ground rule 3) and the body's provenance + coherent head/tree evidence is the ceiling this class can carry.

Comment intake — the single github-actions[bot] BLOCK is stale/superseded:

  • Block 1 ("head == tree") does not reproduce: the CURRENT body reports distinct head (4b68464…) and tree (f8c7708…), and the head matches the live PR head — coherent proof.
  • Block 2 ("body contradicts the shipped file") does not reproduce: the "On the file's own comment" paragraph now describes the previous state ("That block previously described…") and no longer asserts strings absent from the diff; the counts/PR reference match the current comment (measured where this caller originated: 8 merges and 17 schedule runs, (upstream PR #8)).
  • Residual asks (a 40-char base, and the trigger-name/workflow-inventory reconciliation) are not obligations the rulebook states, and the inventory claim is unverifiable from the context provided → unverified-dismissed, non-blocking.

Verdict: PASS
