Prerequisites on BCR are now cleared:

• c4core@0.5.0 bazelbuild/bazel-central-registry#9615
• rapidyaml@0.15.2 bazelbuild/bazel-central-registry#9623

so rapidyaml on bazel is on par with CMake.
