feat: add Ageris Java provider

Adds Ageris to the ecosystem, with its OpenFeature provider for Java (server).

Ageris is an open-source Java library for feature flags, runtime configuration and policies. It runs inside the application and needs no server: it reads JSON files and refreshes them in the background. The provider answers boolean flags from the feature flags and string, number and object values from the configs. It reports PROVIDER_CONFIGURATION_CHANGED when the files change and PROVIDER_STALE when a refresh fails.

Notes

I am the maintainer of Ageris, so the entry is marked vendorOfficial: true. It has no description of its own, so that the default one is used. The logo follows the *-no-fill.svg convention and has no fill or stroke declarations; svglint and the site build pass locally.
