Adds the Ruby entry to the existing Featureflip provider, which currently lists six technologies (JavaScript, .NET, Python, Go, Java, PHP).

The Ruby provider is published as featureflip-openfeature on RubyGems, with source at canopy-labs/featureflip-ruby-openfeature. It is documented in the same OpenFeature integration guide the other six entries already link to, which carries a per-language section for each provider including Ruby.

Same shape as the existing entries: vendorOfficial: true, category: ['Server'], same href. No new SVG and no PROVIDERS array change, since the provider entry already exists.

Follows #1469 (Python), #1476 (Go and Java) and #1491 (PHP).

The Featureflip entry lists six technologies; the Ruby provider shipped
as featureflip-openfeature on RubyGems and is documented in the same
OpenFeature integration guide the other six entries link to.
