What was wrong, and the single cause

Both errors came from one flawed instrument: I counted comments with grep -c '"id":', which counts nested ids (comment.id, user.id, …), ⛔ not array members.

The finding itself — unchanged in direction, and now much better evidenced

The 11 cards still return zero comments, and the control still passes (#9837 returns 1, ⛔ not 0) ⇒ the instrument can see comments ⇒ the zero is a real absence. But the corrected re-measure found the thing the bad counter had hidden:

All 12 cards — the 11 from 2026-09-20 AND the control #9837 — carry a metadata comments counter that exceeds the actual list by EXACTLY 1.

⇒ exactly one comment was deleted from each of twelve cards. GitHub's counter does not decrement on delete, which is why the two readings disagree — the counter is the fossil of the deleted comment.
