Fixes #29667

Clause-②: no
Metadata-protocol: none

  • 先看:contract-review.md L21–28、L53;check-owed-reviews.mjs 的 takerOf;record-recognisers.mjs 的 HANDOFF_TARGET。
  • 两分钟验证:pnpm check:pm-record-recognisers,预期四个自测全过。
  • 需要你做的:无,Tier S,由席位达档复审后落地。

What changes

  1. references/contract-review.md 〈复核归属与资格〉. Triage's fallback (a)(b)(c) is gone, and so is its use in the landing-head re-review line (L53). The dispatching seat reviews in its own seat at CONTRACT_REVIEW_TIER. On a 429 it keeps the pending-review marker and posts the hand-off line naming a review seat review#N, or a sibling seat of the lane domain:<lane>#N while none is seated, never triage. An owed head is taken by the lane seat or a review seat. An off-duty lane's owed heads go into its hand-over brief and wait for its next seat or a review seat. The claim lines (L26, L28) name the lane seat or a review seat. When two claims are live on one head, the earliest holds and the later claimant withdraws by reply (L28). This is what contractReviewClaims already does, and the seat amended its ruling so the text follows the code (6593367094).
  2. scripts/pm/check-owed-reviews.mjs. A TAKE row now names its taker (takerOf): the seat a hand-off on this head names; otherwise the domain:<lane> seat or a review seat; when the lane seat is gone (c), a review seat, or the domain:<lane> seat next on duty. The hand-off column prints the named seat. Still report-only, exit 0.
  3. scripts/pm/record-recognisers.mjs. The hand-off target set changes from {triage} to review#N or domain:<lane>#N, with the number required. A line naming triage (or director, or a seat with no number) is unreadable, so it hands the review to nobody. contractReviewHandoff now reads handed with to where it read triage. In MAILBOX_KEYS, request:contract-review runs lane → a review seat (or a sibling lane seat while none is seated), and notify:contract-review runs from the seat that rendered the record → lane. contractReviewClaims code is untouched (seat's ruling); its doc comments now say the earliest live claim holds, and that a legacy triage#N claim yields to a later one. The hand-off template is exported as CONTRACT_REVIEW_HANDOFF_TEMPLATE and pinned verbatim against contract-review.md L22, the way the claim and hold templates are pinned.
  4. references/project-forms.md. L40 carries both contract-review doorbell legs, lane → review seat or sibling seat and back. L43 carries both triage legs, Request: triage and Notify: release-blocker. "Unsubscribed only" is dropped from L40 because L47 already says a recipient subscribed to the PR is never rung.
  5. references/triage-duties.md (added to the surface by the seat, comment 6592498626). The owed-review step L10 and the triage self-review rows L11–14 are replaced by two lines. The round record counts owed heads older than one round per lane and names the lane; that is a report, not a review. Delta re-reviews of triage's old records go to the lane seat or a review seat. L3 now says 定级复审 so it does not read as contract review. lanes/triage.md is unchanged: its only review mention (L15) already says PASS/FAIL is the lane's.

Line budget (no ceiling row moved, no re-wrap)

file before / after / ceiling
contract-review.md 60 / 60 / 60
project-forms.md 55 / 55 / 55
triage-duties.md 99 / 96 / 99

Every edited line is at most 120 bytes. The exception is the hand-off template L22, a single code span (142 bytes; the template it replaces was 122), which the ratchet treats as unbreakable. check:pm-skill-ratchet exits 0.

Tests

  • node scripts/pm/record-recognisers.mjs --self-test: 355 cases pass (351 before). The hand-off battery's pin went from 13 to 17. New cases:
    • a domain:ui#2 target reads, lower-cased, and hands the head to it;
    • a line still naming triage is unreadable on the thread, never handed;
    • the template is spelled verbatim in a code span in contract-review.md;
    • the template sent unedited is unreadable.
The closed-set case now covers triage, director, review and domain:ui with no number.
  • node scripts/pm/check-owed-reviews.mjs --self-test: 68 cases pass in 9 batteries (65 before). The triggers battery's pin went from 8 to 10, and the claims battery's from 5 to 6. Every TAKE case asserts its taker. New cases:
    • a hand-off to a sibling lane seat names it as the taker;
    • a triage hand-off line gives no (a) and never a triage taker;
    • a review seat's claim posted before the lane's holds the head, with no tie printed.
The report case asserts that no printed take: names triage.
  • pnpm check:pm-record-recognisers (record-recognisers, check-owed-reviews, mailbox-open, fleet-roster): exit 0.

Live board

node scripts/pm/check-owed-reviews.mjs on objectstack-ai/objectstack at 2026-11-03T01:04Z found 43 open PRs (28 drafts). 18 owe a review: 3 TAKE, 3 WAIT, 0 HELD, 12 DONE.

Acceptance notes

Verification

Local gates on 7df996e: 40 derived, 40 run, all exit 0 (`dispatch-gates --ran`)
  • On head 7df996e, node scripts/pm/dispatch-gates.mjs --commands derived 40 commands. All 40 ran with a 900 s timeout each, in a tree with pnpm install --frozen-lockfile done and @objectstack/formula and @objectstack/lint built. Exit codes were recorded before any pipe, and all 40 exited 0.
  • --ran printed: 40 derived famil(ies) accounted for — 40 run, 0 NOT-MEASURED.
  • On the first head, cf3a139, the same 40 ran. Ten of them first refused or failed in a tree with no node_modules: nine exited 3 and check-self-test-workflow-commands exited 1 because @changesets/cli was missing. After the install and build, all ten were re-run and exited 0.
  • CI on 7df996e: every check-run is success or skipped by path filter or opt-in. The required contexts that ran are success: Lint & Repo Gates, TypeScript Type Check, Test Core, Test UI and Governed Surface Queue Guard. The UI build, lint and E2E contexts were skipped by path filter.

Reviewer: an isolated contract reviewer at CONTRACT_REVIEW_TIER, read-only on GitHub (REST reads only; nothing written, pushed, commented or labelled), fed the card body and comments, the PR body, the net diff against the merge-base, the head's check-runs, contract-review.md (base and head) and review-checklist.md. The PR body's measurements were read as input, not as conclusions; every count below is this review's own measurement. No environment variable value and no model identifier is printed anywhere in this record.

① Derived judgments

  1. File surface. Two commits (13640c8 rules text, cf3a139 recognisers and owed-review list; author Claude, no trailer pair, no card relation and no model identifier in either message, check-commit-card-trailers exit 0), PR author objectstack-fleet[bot], head repo = base repo, draft, base main. git diff --numstat 744211fc cf3a1395, the REST file listing and the PR body agree on exactly five paths, +117/−87: contract-review.md +8/−8, project-forms.md +2/−2, triage-duties.md +3/−6, check-owed-reviews.mjs +46/−23, record-recognisers.mjs +58/−48. The claim (6592453746) named five files with lanes/triage.md; the widened claim (6592498626) swapped that for triage-duties.md L3 and L10–L14 after measuring on main that the owed-reviews step lives there (confirmed: lanes/triage.md L15 already says PASS/FAIL is the lane's and is untouched). On surface, no path outside it.
  2. Every sentence of the rules text against the code, line by line. L21 (the seat reviews in-seat; 429 ⇒ keep the marker, post the hand-off, name a review seat, else a sibling seat): HANDOFF_TARGET is ^(review#[1-9][0-9]*|domain:[a-z][a-z0-9._-]*#[1-9][0-9]*)(?![0-9])…, probed: review#1, domain:ui#2, Domain:UI#2 (lower-cased to domain:ui#2), domain:skills#12 read handed with to; triage, director#1, review, domain:ui, review#0 read unreadable. L22 (the template) spells that grammar as <review#N|domain:<lane>#N>; true. L23 (an owed head with no record, no live claim and one of (a)(b)(c) ⇒ the lane or a review seat, never triage): takerOf returns the hand-off's to, else the domain:<lane> seat or a review seat, else with the lane seat stood-down/absent a review seat, or the domain:<lane> seat next on duty; the report case asserts no printed take: names triage, and the live run printed none. True. L24 (a) and (b), L25 (c): the triggers are unchanged in code except handoff.state === 'handed' replacing 'triage'; the taker strings match the three sentences. True. L26 (read the PR before starting; a record or a live claim ⇒ do not start): contractReviewClaims and locateReviewOfRecord unchanged. True. L27 — "同 head 双认 ⇒ 车道胜" — is NOT what the code does. contractReviewClaims still reads side = readSignatureLine(body)?.lane === 'triage' ? 'triage' : 'lane' and holder = live.find(side === 'lane') ?? live[0]. Probed on the head (and identically at the merge-base): a domain:ui#2 (sibling) claim posted first and the PR's own domain:server#1 lane claim posted second ⇒ holder = the sibling, tie false; a review#1 claim first, lane second ⇒ holder = the review seat, tie false; only a triage#1 claim first ⇒ holder = the lane, tie true. So for every tie that can still arise under the new rule (lane vs review seat, lane vs sibling seat) the code gives the EARLIEST claim and declares no tie; the lane wins only against triage, which this PR says never claims. The dev's acceptance note states the same; the seat's ruling 2 kept the code untouched. This is a text/code disagreement inside the review surface, judged a must-fix in ④ (M1), and it also makes three adjacent code sentences false: check-owed-reviews.mjs L44–45 "live (who holds the head, the lane winning a tie)", both self-test summary strings "the lane winning a tie", and record-recognisers.mjs L949–952 (edited in this diff) "When a lane claim and another claim are both live on one head the LANE wins". L31 (overdue holds listed in the triage round record): renderRow still prints list it in the triage round record and triage-duties L10 still has triage write a round record; consistent. L53 (landing-head re-review by the lane seat or a review seat under (a)(b)(c)): a rule sentence, no code reads it; consistent with takerOf.
  3. project-forms.md against MAILBOX_KEYS. L40 now carries lane → review seat or sibling seat Request: contract-review and the reverse Notify: contract-review; MAILBOX_KEYS reads request:contract-review from lane to a review seat (review#N), or a sibling seat of the lane while none is seated and notify:contract-review from the review seat or sibling lane seat that rendered the record to lane (probed on both trees; the merge-base had triage on both). L43 carries Request: triage and Notify: release-blocker, whose rows are unchanged. The mailbox battery's both-ways pin (every key named in 〈信箱 PR〉, no other key named there) still passes with the two sentences re-cut. "Unsubscribed only" was dropped from L40 and L47 still carries that rule for every doorbell. Correct, and the seat's ruling 1 (triage sends no review notice) is implemented.
  4. triage-duties.md cuts have a home or a reason. Base L10 (run check-owed-reviews first, take per contract-review.md, 429 ⇒ keep the marker) is the duty the maintainer removed; the marker and no-downgrade rule live at contract-review.md L21. Base L11 (compare Head-sha with the current head; regeneration/prose-only exception) lives at contract-review.md L48–L49. Base L12 (a stale FAIL ⇒ same-round re-review) and L13 (a stale PASS ⇒ note on the PR, delta owed, to this seat or a new hand-off) are triage's own self-review housekeeping; what survives them — a stale triage record's delta re-review goes to the lane or a review seat — is head L11, and the stale reading itself is printed by check-owed-reviews (record stale PASS by … on four live rows). Base L14 (the per-PR self-review row) is replaced by head L10 (per-lane owed count, report only). Head L3 says 定级复审 so the "复审" that stays with triage (grading review of self-triage findings, L28 and L30) is not read as contract review. No rule is lost; measured by reading each removed line against contract-review.md.
  5. Ratchet paid line by line, no re-wrap. diff of each whole file against the merge-base shows exactly the lines in the diff and nothing else (16, 4 and 9 differing lines for 8+8, 2+2 and 6+3); every unchanged line is byte-identical. Each edited line is a content edit at its own position, not a re-flow of a neighbour: contract-review.md eight for eight (L21–L27, L53), project-forms.md two for two, triage-duties.md six removed for three added. Added lines measure 118, 142, 118, 118, 119, 120, 120, 118 (contract-review.md), 116, 120 (project-forms.md), 118, 118, 103 (triage-duties.md) bytes. Ceilings 60, 55, 99 are untouched in the ledger; counts 60, 55, 96 (headroom 0, 0, 3). Correct under lanes/skills.md L20.
  6. The 142-byte line is a structural exemption, not a widening of a pin. classifyLine on head L22 returns unbreakable (one code span of 140 bytes; wrapLine returns one piece), and scanLineLengths lists no offender in any of the three files; the merge-base's L22 (122 bytes, code span 120) was already unbreakable. The ratchet has no per-line byte pin, only the 120-byte rule with EXEMPTION_CLASSES ("the gate never demands a wrap it cannot produce"), and no ledger row moved. The alternative spellings cost a ceiling line (contract-review.md is at 60/60) or lose the grammar HANDOFF_TARGET reads; the template is the one line that must spell it. Legitimate. What it is not: pinned against a constant, unlike the claim and hold templates (self-test lines 2684, 2731 read contract-review.md for them verbatim) — see S1.
  7. Nothing else on the head names triage as a reviewer, hand-off target or review-notice sender. git grep over .claude, AGENTS.md, scripts/pm, .github, docs, skills for 分诊 near 复审/复核/审, 欠审, 交接行, Contract-review-handoff, check-owed-reviews and English triage near review/hand-off: every remaining hit says the opposite or is another duty — contract-review.md L23 ⛔ 非分诊, landing-operations.md L84 ⛔ 非分诊, SKILL.md L35 复核非分诊, lanes/triage.md L15 契约复核(PASS/FAIL 归车道), triage-duties.md L28/L30 (grading review of self-triage findings), SKILL.md L171 and seat-lifecycle.md L89 (the triage audit comment), check-half-states.mjs L15194 (routing an unlabelled card). check-owed-reviews.mjs is referenced only by package.json L84 (its self-test), contract-review.md L25/L31 and triage-duties.md L10; contractReviewHandoff and contractReviewClaims are imported only by check-owed-reviews.mjs. Clean.
  8. An in-flight triage hand-off line hurts no gate. Readers of contractReviewHandoff: check-owed-reviews.mjs (report-only, exit 0 on every read) and the two self-tests; the hand-off battery still asserts ⛔ no gate reads it through locateReviewOfRecord, and check-governed-queue-guard does not import it. On such a line the head reads unreadable (the thread names the comment), (a)-by-hand-off does not fire, (a)-by-label and (b)/(c) still do, and the taker is the lane seat or a review seat. The live board has exactly one: PR feat(spec)!: a locale tag written in another case is corrected to its BCP-47 case #29190 comment 6574245149, printed as hand-off unreadable (6574245149) on a DONE row whose record is current — no effect. Request: contract-review doorbells already addressed To: triage are unaffected: readMailboxLine does not check To: against the table. Harmless; the one visible cost is that a 429 hand-off still open at landing must be re-posted naming a seat, which the dev's acceptance note implies and which the report prints.
  9. Self-test pins moved only by added cases. Diff over scripts/pm: 22 t( lines added, 18 removed, net +4 = 353 − 351 (record-recognisers) + 67 − 65 (check-owed-reviews). Hand-off battery pin 13 → 15 with two new cases (a Domain:UI#2 target reads and hands; a triage line is unreadable, never handed); the closed-set case widened from one shape to triage, director, review, domain:ui. Triggers battery pin 8 → 10 with two new cases (a sibling-seat hand-off is the taker; a triage hand-off gives no (a) and never a triage taker); every TAKE case now asserts its taker; the report case asserts no take: names triage. No pin lowered, no battery removed; the 18 removed t( lines are each replaced in place by a renamed or strengthened assertion (verified line by line: the 'triage' → 'handed' state, to/taker added, MSG(…, 'triage') → default addressee on two mailbox cases). Both self-tests pass on the head; pnpm check:pm-record-recognisers's four scripts all exit 0 here.
  10. The live board. check-owed-reviews on the head at record time: two TAKE rows (#26517 … take: the lane seat or a review seat — lane unknown, no domain:* on its card; #29628 … take: the domain:server seat or a review seat), three WAIT, two HELD (this PR among them, claim live … (lane, 6593035754)), eight DONE; no row names triage as taker; triage appears only as the Reviewed-by: of a current record on DONE rows. Reproduces the PR body's acceptance (the board has moved since its reading of 43/18/3).
  11. Gates. check-governed-merges --branch HEAD: 3 of 5 paths hit the .claude/** register, GOVERNED Tier S, 204 changed lines; this record is the one it asks for. Ratchet, id-lint, governed-prose, frame-sync, top-level-keys, symbol-anchors, dispatch-gates, trailers, the four recognisers scripts: all exit 0 locally on the head; the nine commands needing yaml/typescript/@changesets/cli are read from CI, where Lint & Repo Gates, Lint · repo & tooling gates, Lint · PM dispatch-gates, Lint · docs & code guards, Lint · scoped · tooling self-tests and Lint · CI, release & engine gates are all success on the head.
  12. PR body against the head. Fixes #29667 on the first content line, the right verb: the card's four change items are all on the head (item 4 relocated to triage-duties.md by the seat) and the card asks for one PR; no closing keyword near any other number (a case-insensitive scan finds only Fixes #29667; #29242 appears twice as prose). Clause-②: no and Metadata-protocol: none are present as their own lines and right (no published package, no spec, no narrowing). The body's numbers (60/60, 55/55, 99→96, 142 vs 122, 353/351, 13→15, 67/65 in 9, 8→10, 40 commands) all reproduce. Its four acceptance notes are accurate; the first is M1. No model identifier in body, title or commits. Labels documentation, size/m, skip-changeset; mergeable_state blocked (draft), auto_merge null.
  13. Nothing new on any surface: no gate, label, patrol row, workflow or package; TRIAGE_ROUND_MINUTES keeps its name; check-owed-reviews keeps exit 0 on every read. The card's ⛔ holds.

② Semver level

None. No published package, no packages/spec/src/**, no TypeScript; governed rules text under .claude/** plus two scripts/pm report-only tools and their self-tests. skip-changeset is the right declaration and Check Changeset is success on the head.

③ Boundary flags

  • Dev acceptance note 1 (contractReviewClaims reads only triage#N as the non-lane side, so a lane-vs-review tie goes to the earliest claim): confirmed by probe on both trees and raised to M1 — the rule text L27 and three code sentences say the lane wins, the code gives the earliest claim for every tie that can still occur. The seat's ruling 2 kept the code untouched; the reviewer's reading is that the text and the code must agree on the head that lands, and the code is the side to move (④).
  • Dev acceptance note 2 (review#N is not a seatKey spelling, so no doorbell can be addressed To: review#1 until pm-dispatch(review seats): a review#N seat on other accounts takes contract reviews from the lanes' doorbells; triage becomes the fallback #29242): accurate; the rule text's fallback (sibling lane seat) is the one that works today, and HANDOFF_TARGET reads both shapes already. No flag; pm-dispatch(review seats): a review#N seat on other accounts takes contract reviews from the lanes' doorbells; triage becomes the fallback #29242 inherits it.
  • Dev acceptance note 3 (two WIP commits without the trailer pair; branch is claude/project-thread-*, so no force-push to reword): check-commit-card-trailers exit 0 — the gate requires no card relation and no model identifier, both satisfied; the dev session is named only in the PR body footer (session_01J8VVAka2VdDFVA5VvZmmgK, not the reviewer's). Recorded, not flagged.
  • The hand-off template at contract-review.md L22 is not pinned against a constant the way CONTRACT_REVIEW_CLAIM_TEMPLATE and CONTRACT_REVIEW_HOLD_TEMPLATE are; the grammar lives twice (L22 and HANDOFF_TARGET) with nothing holding them together. S1.
  • triage-duties.md L10 says the round record counts owed heads older than one round per lane off check-owed-reviews.mjs; the script prints the lane on every row and a total to take, but no per-lane count — the seat counts rows. The sentence is true of what the seat does with the output, not of a printout. S2 names the one-line report addition that would make the instrument say it.
  • triage-duties.md shrank 99 → 96 and its ceiling stayed 99. Lowering is optional in the ratchet ("may be LOWERED"); the PR body says no ceiling row moved. Not flagged.
  • Independence: PR author objectstack-fleet[bot], commit author Claude, dev session session_01J8VVAka2VdDFVA5VvZmmgK (PR body footer), not the reviewer's; no off-relay author note is owed. The PR thread carries the seat's Contract-review-claim: for this head (6593035754) and no other record.
  • Governed, Tier S: lands by the owning seat through the queue once a PASS record is on the current head and every check is green. This record is FAIL; the delta commit carrying M1 owes a delta review by the same reviewer.

④ Design judgment

Per hits file, against the card's scenario (the maintainer removed triage from contract review; who reviews must be stated once and read the same by the rule text, the hand-off line and the owed-review list) and the card's constraint (no new gate, label or patrol row):

  • references/contract-review.md 〈复核归属与资格〉: the (a)(b)(c) triggers are kept as triggers and re-pointed from "triage takes" to "the lane or a review seat takes"; keeping them is right because the owed-review list is built on them and the hand-over brief in (c) is where an off-duty lane's heads were always supposed to land. The hand-off template names a seat with a number, so Reviewed-by: on the resulting record and the To: of the doorbell point at the same thing. Holds, except L27: "同 head 双认 ⇒ 车道胜" is a sentence about what contractReviewClaims prints, and on the head it prints the earliest claim for a lane-vs-review or lane-vs-sibling pair. Within the card's rule the side to change is the code, not the text: the text is the ruled rule (6592498626 point 2) and pm-dispatch(review seats): a review#N seat on other accounts takes contract reviews from the lanes' doorbells; triage becomes the fallback #29242's "earlier claim wins between review seats" is consistent with it (that rule is about two review seats, not a lane and a review seat); the code is a report-only reader whose output no gate consumes, so making it read the PR's lane adds no gate. M1.
  • scripts/pm/check-owed-reviews.mjs: takerOf is pure, three strings, and the hand-off's to wins over the derived taker, which is the rule's order (a) before the default. Printing take: on the TAKE row is the one line a seat reads, and the self-test pins that no printed taker is triage. TRIAGE_ROUND_MINUTES keeping its name under a changed doc is right (importers). Holds. The header's "the lane winning a tie" (L44–45) and the summary string restate L27's false sentence; they fall under M1.
  • scripts/pm/record-recognisers.mjs: HANDOFF_TARGET as a closed set of two shapes with the number required is the right grammar — review or domain:ui without a number would name a lane, not a seat, and (?![0-9]) keeps review#1 from matching the head of review#12. Reading triage as unreadable rather than as a third state is right: a line that hands to nobody must not read as handed, and the self-test proves the thread then names the comment. The MAILBOX_KEYS rows move the sender of notify:contract-review to the seat that rendered the record, which is the only seat that has the record id the template asks for. Holds. The contractReviewClaims doc edited at L949–952 ("another claim … the LANE wins") describes a rule the function below it does not implement; its own doc at L1026–1034 still says the side is triage-or-lane. M1 settles both.
  • references/project-forms.md: two doorbell legs on L40 and two triage legs on L43 keep the key table at 55/55 with both-ways pinning intact. Dropping "unsubscribed only" from L40 is a correct de-duplication against L47. Holds.
  • references/triage-duties.md: the two replacement lines are the right residue — triage still produces a round record (L31 of contract-review.md depends on it for overdue holds), so the owed count stays there as a report, and the stale-record case that remains (triage's own old records) is routed by one sentence. Cutting the self-review rows rather than re-pointing them is right, since a seat that reviews nothing has no self-review. Holds (S2 is about what the instrument prints, not the sentence's place).

Must-fix: M1 — make the rule text and the claim reader agree on who holds a tied head, on the code side and with no new gate: in scripts/pm/record-recognisers.mjs contractReviewClaims(rows, headSha, { now, lane }), read each claim's side off its signature seat as lane when the seat is domain:<lane>#N for the lane the caller passes (unsigned stays lane, as today), other for every other signed seat (review#N, a sibling domain:*#N, triage#N); tie = a live lane and a live other; holder = the lane's earliest live claim, else the earliest; with no lane passed, the earliest. In scripts/pm/check-owed-reviews.mjs pass { now, lane: lane.lane } (it already derives the lane via laneSeatOf) and correct the header L44–45 and the summary string to "the PR's lane winning a tie"; correct the two doc comments (record-recognisers L949–952 and L1026–1034); add self-test cases in the claim battery: a review#1 claim first and the lane's claim later ⇒ the lane holds, tie true; a sibling domain:ui#2 first ⇒ the lane holds; two review seats ⇒ the earliest, no tie; unknown lane ⇒ the earliest, no tie. If the seat instead keeps the code untouched, contract-review.md L27 must say what the code does ("同 head 双认 ⇒ 先贴者持有") — but that contradicts ruling 2, so the code is the side. Should-fix: S1 — pin the hand-off template the way the claim and hold templates are pinned: export CONTRACT_REVIEW_HANDOFF_TEMPLATE spelled exactly as contract-review.md L22 inside its code span, add the two self-test cases the line is spelled VERBATIM … in the rule text (reading contract-review.md) and the template, sent verbatim, is unreadable (readContractReviewHandoff(template).state === 'unreadable'), so L22 and HANDOFF_TARGET cannot drift apart (one existing self-test grows; no new gate). S2 — have check-owed-reviews print what triage-duties.md L10 asks the round record to carry: one header line owed over a round, per lane: domain:server 1 · unknown 1 counting rows with waited >= TRIAGE_ROUND_MINUTES and no current record, grouped by row.lane (report-only, one case in the report battery).

Check-runs at record time (2026-11-03T01:51Z): 46 check-runs on cf3a139, 26 success, 20 skipped, 0 failure, 0 in progress; three reads over twelve minutes went 14 → 24 → 26 success (43 → 45 → 46 runs as the aggregate jobs appeared) with no non-success completion at any read. Success: Lint & Repo Gates, Lint · repo & tooling gates, Lint · CI, release & engine gates, Lint · PM dispatch-gates, Lint · docs & code guards, Lint · ESLint, Lint · scoped · tooling self-tests (the job running check:pm-record-recognisers), Lint · scoped · slot lookup & corpus, Lint · scoped · query-options erasure, TypeScript Type Check, Type Check · workspace / source gates / debt ledger / consumer gates, Test Core and its shards (1/8) and (2/8), Test UI, PR-body guards, Check Changeset, Check PR Size, Dogfood Regression Gate, Governed Surface Queue Guard, Plan Test Core shards, Auto Label, filter. The checks are green; the verdict is FAIL on M1 alone, and the delta commit that carries it owes a delta review on its own head.

…aim, and the hand-off template is pinned

The rule text now says what the claim reader does: when two claims are
live on one head the earliest holds and the later withdraws. The comments
that said the lane wins a tie follow it; the claim reader is unchanged.
The hand-off template is exported as CONTRACT_REVIEW_HANDOFF_TEMPLATE and
pinned verbatim against the rule text, with a case proving the template
sent unedited is unreadable.

Reviewer: an isolated contract reviewer at CONTRACT_REVIEW_TIER, read-only on GitHub (REST reads only; nothing written, pushed, commented or labelled). This is a DELTA record: it judges cf3a139 → 7df996e against the full review of cf3a139 (comment 6593356996, VERDICT FAIL on M1, S1, S2) and the seat's amended ruling 2 (6593367094: the text follows the code — the earliest live claim holds, the later claimant withdraws by reply, contractReviewClaims untouched, the three restating comments corrected; S1 accepted; S2 declined as a follow-up for #29242). Every judgment of the full record on lines this delta does not touch is carried forward unchanged. The PR body's measurements were read as input; every count below is this review's own measurement. No environment variable value and no model identifier is printed anywhere in this record.

① Derived judgments

  1. Delta surface. git log cf3a1395..HEAD is exactly one commit, parent cf3a139, author Claude, with a Claude-Session: and Co-authored-by: pair, no card relation and no model identifier (check-commit-card-trailers exit 0 on all three commits). git diff --numstat gives 1/1, 6/5, 23/14 over the three files; diff of each whole file against cf3a139 gives 2, 11 and 37 differing lines, equal to added plus removed in each case, so every unchanged line is byte-identical; git diff and git diff -w have the same digest, so no whitespace-only change. No other file, no hunk outside the three, and the two reference files not in this delta (project-forms.md, triage-duties.md) are byte-identical to cf3a139. The PR has three commits and still five files against the merge-base.
  2. M1 — the rule text. contract-review.md L28 now reads 「认领随 head 移动或贴后 2 小时无记录失效;双认 ⇒ 先贴者持有,后者回帖撤回、弃产出。」, 117 bytes (was 120), at its own position, 60/60. Probed on the head: a review-seat claim posted first and the lane's claim later ⇒ holder the review seat, tie false; a sibling domain:ui#2 first ⇒ holder the sibling, tie false; the lane first and a review seat later ⇒ holder the lane, tie false; two review seats ⇒ the earliest, tie false. The sentence is what the code does for every pair that can be posted under the head's rules. The one divergence is a legacy triage#N-signed claim posted first, which the code yields to the lane (tie true); the head says triage posts no claim, the live board shows legacy triage#1 claims only on heads that already carry their record, and the code's own doc now names this exception (item 4). Judged closed on the rule text, as the amended ruling asked.
  3. M1 — contractReviewClaims untouched. The function body extracted from 744211f, cf3a139 and the head has one md5sum (6f54c941…); the probe gives identical holders and tie values on the head and on a copy of cf3a139's file. The seat's ruling is implemented as stated: code unchanged, text and comments moved.
  4. M1 — the three named comment sites. check-owed-reviews.mjs L44–45 now reads 「live (who holds the head, the earliest live claim)」; its self-test summary reads 「claims holding and lapsing, the earliest live claim holding」; record-recognisers.mjs L955–958 reads 「When two claims are both live on one head the EARLIEST posted holds … a legacy triage#N-signed claim is the one claim that yields to a later one」, and L1030–1031 and L1036–1040 (the contractReviewClaims doc) read 「the earliest posted, except that a legacy triage#N claim yields to any other live claim (tie true)」 with the side table re-stated (a triage#N signature is the triage side; a lane seat's, a review seat's, a sibling lane seat's or an unsigned claim is the lane side, among which the earliest holds). Each sentence was checked against the function below it and against the probe; each is true. renderRow L335 prints 「, a triage claim yields」 only when tie is true, and tie is true only when a triage side and a lane side are both live, in which case the holder is the lane's earliest: the printed phrase is accurate in both orders (triage first or triage later), and the new owed-reviews case asserts the row prints no 「yields」 for a review-first pair. The two battery names (「the earliest live claim holds」) and the record-recognisers summary string (「the earliest live claim holding」) are consistent.
  5. The whole-tree grep. lane win, lane wins, LANE wins, the lane winning, 车道胜 and 双认 over every tracked file: the only hits in .claude/** and scripts/pm/** are contract-review.md L28 (the corrected sentence) and record-recognisers.mjs L2660, a pre-existing comment in the claim battery's five-line preamble (L2656–2660, present byte-for-byte at 744211f, cf3a139 and the head, not touched by this PR): 「The maintainer's rule: the lane reviews its own, triage takes only a review nobody is doing, and one claim line per head keeps two reviewers off one head. These cases … pin the lapse arithmetic and the lane-wins tie.」 Two clauses of it are now false on the head — triage takes no review, and the tie pinned two lines below is 「the earliest live claim holds」. It is a comment in a self-test preamble: not rule text, not the doc of an exported reader, not printed. It was not among the three sites the amended ruling named and the full record's M1 did not list it. Judged a should-fix (S3, ④), not a reopening of M1: nothing a seat or a tool reads says the lane wins. Every other yield hit in scripts/pm and .claude is another subject (the hold overriding (b), the execution-duties claim-yield line, rename and card readers).
  6. S1 — the pinned template. CONTRACT_REVIEW_HANDOFF_TEMPLATE is exported as ${CONTRACT_REVIEW_HANDOFF_KEY}: <review#N|domain:<lane>#N> — CONTRACT_REVIEW_TIER unavailable (<HTTP status / error>, <UTC time>) · head <sha>, 138 bytes. contract-review.md contains the string wrapped in backticks exactly once (L22, 142 bytes, the line unchanged since cf3a139 — it is the 142-byte unbreakable line the full record judged). The new self-test case reads the rule file and asserts both the verbatim code span and the Contract-review-handoff: prefix; the second new case asserts readContractReviewHandoff(template).state === 'unreadable' and that a thread whose newest hand-off line is the template reads unreadable — both reproduced by the probe. This is S1 as asked, shaped like the claim and hold template pins; one existing battery grows 15 → 17; no gate reads it.
  7. Pins moved only by added cases. check-owed-reviews: 2 t( added, 1 removed (the removed line is the triage-first case renamed in place, same assertions), claims battery 5 → 6, total 67 → 68. record-recognisers: 3 t( added, 1 removed (the triage-first case renamed in place, same assertions), hand-off battery 15 → 17, claim battery 21 → 21, total 353 → 355. No pin lowered, no battery removed. Both self-tests pass on the head.
  8. No new obligation, gate or re-wrap. The delta adds one exported constant (a string), one self-test case pair per file and comment edits. No label, state, exit code, patrol row, workflow or package changes; check-owed-reviews keeps exit 0; TRIAGE_ROUND_MINUTES keeps its name. Ratchet: counts 60/55/96, ceilings 60/55/99 unmoved (the ratchet file is not in the diff), L28 117 bytes under the 120-byte rule, no neighbour re-flowed. id-lint clean.
  9. PR body against the head. Fixes #29667 is the first content line after the signature and attribution lines and is the only closing keyword (card pm-dispatch(review seats): a review#N seat on other accounts takes contract reviews from the lanes' doorbells; triage becomes the fallback #29242 appears as prose). Clause-②: no and Metadata-protocol: none are present as their own lines and still right. Numbers reproduce: 60/60, 55/55, 99 → 96; L22 142 vs 122; L28 117 bytes; 355 (351 before), hand-off pin 13 → 17; 68 in 9 (65 before), triggers 8 → 10, claims 5 → 6; 40 derived commands. Item 1 now states the earliest-holds rule and cites the amended ruling; item 3 states contractReviewClaims untouched and the template pinned; acceptance note 1 names the FAIL, the amended ruling, the delta commit and S2 deferred. One stale phrase: 「The two WIP commits on this branch carry no Claude-Session: trailer pair」 is about the first two commits only; the third carries the pair and the gate accepts all three. Not a finding. The CI paragraph (every check-run success or skipped; the required contexts success) matches the head's check-runs.
  10. Thread. Comment 6593691512 is the seat's Contract-review-claim: on 7df996e, posted after the delta and before this record; 6593035754 and 6593356996 name cf3a139. No other record and no second claim on the current head.

② Semver level

None, unchanged from the full record. Governed rules text and two report-only scripts/pm tools with their self-tests; skip-changeset stands.

③ Boundary flags

  • M1 closed as the amended ruling stated it: text follows code on L28, the three named comment sites and both summary strings corrected, contractReviewClaims byte-identical. The grep the caller asked for found one further sentence, the pre-existing preamble at record-recognisers.mjs L2656–2660 (S3).
  • S1 done; S2 declined by the seat for pm-dispatch(review seats): a review#N seat on other accounts takes contract reviews from the lanes' doorbells; triage becomes the fallback #29242 and not re-raised.
  • The residual text/code difference (a legacy triage#N claim posted first yields to the lane, tie true) is named in the code's doc and in the printed row, cannot arise under the head's rules and is confined to heads that already carry records on the live board. Recorded, not flagged.
  • The 12 added lines over 120 bytes are all in scripts/pm self-test and doc lines, which the ratchet does not cover. Not a finding.
  • Check Changeset shows skipped twice on this head where it was success on cf3a139; the label skip-changeset is present and the context is not among the required ones the PR body names. Recorded, not flagged.
  • Independence: Implemented-by: and Reviewed-by: differ; the dev session is named in the PR body footer and the commit trailer, not the reviewer's; the delta was reviewed in an isolated subagent at tier.

④ Design judgment

Against the amended ruling (the text follows the code; nothing moves in contractReviewClaims; the comments say one sentence) and the card's constraint (no new gate, label or patrol row):

  • references/contract-review.md L28: 「双认 ⇒ 先贴者持有」 is the smallest sentence that is true of the reader, and dropping 「同 head」 is right because a claim on another head is already 「失效」 by the clause before it; 「后者回帖撤回、弃产出」 keeps the withdrawal act and its cost. In place, three bytes shorter, ceiling held. Holds.
  • scripts/pm/check-owed-reviews.mjs: changing the tie suffix from 「lane wins the tie」 to 「a triage claim yields」 is the right correction rather than deleting it — tie is still a reading the function returns, and a seat reading the row learns what the flag means on the one input that still produces it. The new case pins the review-first pair end to end through renderRow. Holds.
  • scripts/pm/record-recognisers.mjs: the contractReviewClaims doc now describes the side table as the code has it and names the legacy exception once, in the place a reader of holder.side looks. The template constant is derived from CONTRACT_REVIEW_HANDOFF_KEY so the key cannot drift either, and the pin reads the rule file rather than a copy. Holds, with one stale preamble comment left behind two lines above the battery it introduces (S3).

Must-fix: none. Should-fix: S3 — record-recognisers.mjs L2656–2660, the claim battery's preamble comment, still says 「triage takes only a review nobody is doing」 and 「pin the lapse arithmetic and the lane-wins tie」; rewrite the two clauses to the head's rule (the lane or a review seat reviews; the earliest live claim holds, a legacy triage#N claim yielding) — a comment edit, no pin moves, no gate; a further commit on this PR would move the head and owe its own delta, so it may equally ride with S2 in #29242 or the next change to this file.

Check-runs at record time (2026-11-03T02:28Z): 45 check-runs on 7df996e, all completed, 26 success, 19 skipped, 0 failure, 0 cancelled, 0 in progress; a second read a few minutes after the first gave the same counts. Success: Lint & Repo Gates, Lint · repo & tooling gates, Lint · CI, release & engine gates, Lint · PM dispatch-gates, Lint · docs & code guards, Lint · ESLint, Lint · scoped · tooling self-tests (the job running check:pm-record-recognisers), Lint · scoped · slot lookup & corpus, Lint · scoped · query-options erasure, TypeScript Type Check, Type Check · workspace / source gates / debt ledger / consumer gates, Test Core and its shards (1/8) and (2/8), Plan Test Core shards, Test UI, Dogfood Regression Gate, PR-body guards (both legs), Check PR Size, Governed Surface Queue Guard, Auto Label, filter. Skipped by path filter or opt-in: Build Core, Build Docs, Build UI Deps, Build & E2E UI, Live E2E UI, Lint UI, Type Check UI, UI Published Artifacts, Dogfood Verify CLI, Temporal Conformance, Schedule gate, 18.x upgrade harness, Packed-tarball smoke, Check Changeset and the matrix placeholders. Combined status pending with 0 statuses (no check-run pending). mergeable true, mergeable_state clean, auto_merge null, draft true, labels documentation, size/m, skip-changeset. Tier S (.claude/**): this record on the current head is the landing record; the owning seat lands it through the queue once the draft is lifted.

增量复核的 S3(record-recognisers.mjs 自测前言注释仍提分诊与 lane-wins,不是规则文本、不打印)不为它再推 head。
  5. 范围外去向: S2(每车道欠审计数)与 S3 留给 pm-dispatch(review seats): a review#N seat on other accounts takes contract reviews from the lanes' doorbells; triage becomes the fallback #29242;review#N 拼写待 pm-dispatch(review seats): a review#N seat on other accounts takes contract reviews from the lanes' doorbells; triage becomes the fallback #29242 设立复审席。
  6. 落地条款: 受治理 Tier S。复核即达档记录;本席 pr_ready + automerge_enable。
