Deletes the changeset-deadline census, a report-only tool that nothing calls:

• scripts/pm/changeset-deadline-census.mjs (798 lines, the tool and its self-test)
• the check:pm-changeset-deadline-census script line in package.json
• its Changeset-deadline census self-test step in .github/workflows/lint.yml (the step and its comment block, 24 lines)

The diff is −823 / +0, with no other file touched. docs/audits/gate-census-2026-09.md keeps its two rows as history; that audit already rowed this script retire.

The card's census found no reader for this tool on origin/main:
