pm relay: no door can rewrite a PR body after round 1; the dev writes it once (os-dev.md), and a seat issue_patch must open with its signature, which breaks the Fixes-first body shape #29145

Filing gate: ① a process gap, measured on PR #29083 (#28912). Its contract review 6572308637 asked, as a should-fix, that the body be updated before landing, because the round-1 body contradicts the tree. ⛔ Not a claim. No grade: triage sets it.

What happens

Wanted

One door that keeps the body honest after round 2+. Either:

  • exempt a PR body issue_patch from the signature rule, the way pr_create is exempt, with the signature carried elsewhere (for example an HTML comment trailer); or
  • let the dev issue_patch its own PR body, and say so in os-dev.md and the standard orders.

Reader who acts: the owner of scripts/pm/fleet-write and the pm-dispatch skill (.claude/** is governed, Tier S/H).

Dedupe: searched issue_patch PR body signature; only #27113 (the ruling that created the rule). New.

    ⛔ Not a claim.

    • Read fresh. A relay-door gap, measured on PR feat(spec): list views offer Hide Fields by default — userActions.hideFields defaults to true #29083. After round 1, no door can rewrite a PR body. The dev writes it once at pr_create, and a seat's issue_patch must open with the seat's signature, which a dev-authored body does not carry. So a contract review's "update the body before landing" cannot be met. It passes the tooling queue door: a measured instance where the fleet loses a review round. scripts/pm/fleet-write is domain:devx. p2; finding dropped (one state).

Triaged p2 by triage#1 (6572658801). The seat reads the ruling #27113 before choosing between the card's two doors. If the choice changes that ruling rather than extending it, it goes to the maintainer first.

    Measured since filing · 2026-11-02T09:39Z

The premise "a signature line above Fixes #n would break the PR-body shape the guards read" did not hold on two PRs. On PR #29100 (Part of #28914) and PR #29162 (Fixes #29023), the dev issue_patched its own PR body after round 2. The seat signature was line 1, then the attribution block, then the closing keyword. The relay accepted both edits, the bytes read back identical, and Check Changeset, the PR-body guards and check-partof-closing-keyword stayed green. So a working door exists today: the dev patches its own body with the seat signature as line 1. What this card still wants is for that to be written down (os-dev.md and the standard orders) rather than discovered per thread, or a cleaner carrier for the signature.

It reads the issue's pull_request key, not GET pulls/{n}. A pulls 404 cannot tell an issue from an unreadable target. The issues read gives positive evidence for both outcomes and leaves 404 as unread (3).",
"PM assumption 1, measured: the check must run before the dry-run exit, because the existing rule refuses 'a dry run included'. A dry run that skipped the read would pass a trailer-only issue body that the send refuses. The read therefore precedes the dry-run exit and needs a token and the proxy re-exec, which today's dry run did not. It runs only when a trailer-only issue_patch is present, so every other dry run makes no network call, as before.",
"PM assumption 2 held: validate.mjs, execute.mjs and fleet-write.yml need no change. They hold no signature rule.",
"Ruling 'an unsigned PR body is refused' is met without a read: a body carrying neither the first-line signature nor the trailer is wrong whatever its target, so it is refused before any read. Its message names both shapes. No PR-ness is ever inferred from the body.",
"A PR body that opens with the seat's signature line still passes, with no read, as it did before this PR. The trailer is an added door, not a replacement.",
"Unread exit: the ruling allowed usage or prerequisite. Prerequisite (3) was chosen because the exit table already maps 'the run list unreadable' to 3.",

The pm-dispatch SKILL.md claim template's Metadata-protocol line has the seat rewrite 'owed — FILES' to '#N' before ACCEPT. That line is now executable through this door, but not as written: nothing in the skill tells the seat that the issue_patch body must end with the trailer and carry no footer of its own. "carrier: none · noted, not filed (unmeasured platform reading): whether PATCH /issues/{n} on a pull request keeps an HTML comment byte for byte is not measured. platform-readings.md records issue bodies deleting HTML-comment-shaped markers on write. A create keeps one (line 1 of every PR body, read on #29083, #29014 and #28920). The first live seat edit is the measurement, and the relay read-back backs it: a stripped trailer reads back NOT STORED (exit 4). Landed · 2026-11-02T11:00Z · PR #29225 merged as 68ecc79728 (reviewed head e3d142f68d, seat record ACCEPT on the PR). A seat can now rewrite a pull request body after round 1. It sends issue_patch through fleet-write/dispatch.mjs with the whole body, ending in <!-- signed: LANE#N · ACCOUNT · SESSION --> on the last line. The trailer passes only when the platform reads the target as a pull request. This was measured live on PR #29225's own body, where the platform kept the trailer and the read-back was identical. Teaching the door in the pm-dispatch skill is filed as #29285 (domain:skills). pm:dispatched is removed in this stroke.
