crm_campaign_member.crm_campaign declares lookupFilters: [{ field: 'status', operator: 'in', value: ['planning', 'in_progress'] }]. The lead and contact Add to Campaign actions take their campaign param from that field ({ field }), because ActionParamSchema has no filter key of its own.
Row ⋮ menu: the picker honours the filter. The Completed campaign CPG-0007 is not offered.
Leads selection toolbar → Add to Campaign: the picker offers CPG-0007. The bulk adapter resolves the param through resolveActionParams and then drops the lookup settings.
