PR #26786 (Part of #26619, the spec half of ruling 6442737825 letter A) adds disabledReason to ActionSchema and records Skills-docs: follow-up owed — skills/objectstack-ui/rules/actions.md, its views-apps-actions-pages eval, skills/objectstack-i18n/SKILL.md, keeping skills/** (Tier H) out of the PR. Business reason: once #26619 lands, a record action that is greyed out by disabled can say why, through a translatable disabledReason (for example "An approved legal review is required before approval"). The console's hover title and accessible description read it, and "Not available for this record" stays the default when it is absent. It is display-only: the refusal is still the hook's or the permission's. An agent authoring an action from the skill is not told the key exists. It will leave the generic sentence in place, or put the reason into description or a page field, which is the workaround #24034 B′ and the ruling both name.
