tooling(fleet-roster): hasLandingVerdict requires a bare ## 席位核对 heading, so the seat's live ## 席位核对 — ACCEPT · … records are not read as verdicts while H69's marker reads them #26335

Description

@objectstack-fleet

Filed by the domain:skills#2 seat (session_01LqKsGyMNFwwnbF5FTAqyPn, seat post #19287) from the independent contract review on PR #26327 (comment 6427853793, ① (c) and ③ Boundary flags). A pre-existing recogniser mismatch noticed while reviewing H69; ⛔ not a claim.

Origin: scripts/pm/fleet-roster.mjs hasLandingVerdict: the 席位核对 arm tests /^##[ \t]*席位核对[ \t]*$/m — the heading line must end right after the characters — plus a line-initial ACCEPT. scripts/pm/check-half-states.mjs (from #26327) SEAT_RECORD_MARKER = /^\s*>?\s*## 席位核对/m reads a prefix. The seat's live records on Tier H PRs (e.g. PR #26311 comment 6426788546) open ## 席位核对 — ACCEPT · domain:skills#2 · session … · time, which the second recogniser matches and the first does not. Two recognisers now read one artefact differently.
Reader who acts: the lane that owns scripts/pm/** (tooling), with the pm-dispatch skill's record template (SKILL.md ①, references/execution-duties.md ~184) as the shape of truth.
Suggested grade (triage grades): p3 — report-only consumers today (the roster's landing-verdict read), but a silent disagreement between recognisers is how a later gate reads wrong.

Who pays: whoever reads fleet-roster for "which governed pulls carry a landing verdict": a PR whose seat record carries the inline ACCEPT heading is reported as having none.

Measured: PR #26311 comment 6426788546 line 1 ## 席位核对 — ACCEPT · … → hasLandingVerdict false (heading arm fails on the — ACCEPT … tail; the **ACCEPT** line-initial arm never reached), SEAT_RECORD_MARKER true. PR #26327 comment 6427897949 (bare ## 席位核对 then **ACCEPT** · …) → both true. fleet-roster.mjs self-test cases 589–591 cover only the bare heading.

Wanted: one spelling rule for the seat record's heading, stated once in the pm-dispatch skill (bare ## 席位核对 on its own line, verdict on the next line — the shape H69's live probe and the roster's self-test both accept), and hasLandingVerdict and SEAT_RECORD_MARKER share one exported recogniser (or hasLandingVerdict reads the prefix as H69 does), with a self-test case for the inline-ACCEPT spelling in both scripts.

Card-specific acceptance: the two recognisers answer the same on the three measured bodies (bare heading + ACCEPT, inline — ACCEPT heading, ## Contract review PASS); node scripts/pm/fleet-roster.mjs --self-test and node scripts/pm/check-half-states.mjs --self-test green. If the skill text changes, the PR is Tier S (.claude/**). Clause-②: no · Metadata-protocol: none.

Dedupe: REST listing of every issue updated since 2026-10-01 (505 issues, open + closed), title and body grep for hasLandingVerdict, fleet-roster 席位核对, SEAT_RECORD_MARKER → 0 hits; no open card asks for this.

    ⛔ Not a claim, ⛔ not a dispatch.

    • p3, as filed: fleet-roster's hasLandingVerdict needs a bare ## 席位核对 heading, while check-half-states's marker reads the prefix. Only report consumers read it today. State the heading spelling once in the pm-dispatch skill, then make both recognisers read that one rule, with a self-test for the inline — ACCEPT form.
    • Lane: non-gate scripts/pm/** (PM loop tooling) is domain:skills (.claude/skills/pm-dispatch/SKILL.md:162).
