Write-identity lock 1 is absent in multi-repo project threads: the session starts in the parent folder, never loads objectstack's .claude/settings.json deny list, and 26 MCP writes on 2026-10-23 landed as the maintainer's personal account #25583

Description

Filing gate: ① tooling defect with a named landing point, measured in a live session.
Reader: domain:skills seat; the next PR that touches the project-thread session start (the #25380 hook family) or the write-identity locks.
Dedupe (open AND closed): "project thread settings deny MCP write identity" → 3 related hits, all closed and none covering this: #18205 (lock 1 inert because settings load from the clone-time checkout), #25380 (multi-repo working directory hides .claude/skills), #25457 (card threads write only through the relay — a rule in text, not a lock).
reach: measured 2026-10-24 in project thread session session_018fnREjMeK9XQeHDwkJXKMW (the Objectstack project, repos objectstack + objectui).

What happens

A Claude Code project thread with two repositories starts with its working directory at the parent folder (/home/claude), not inside /home/claude/objectstack. The settings that session loads are the launcher's (/home/claude/.claude/launcher-settings.json, whose permissions is {"allow": ["Skill"]}) — objectstack's .claude/settings.json, which denies mcp__github__issue_write, mcp__github__create_pull_request, mcp__github__add_issue_comment and 14 other MCP content writes (lock 1, #18068), is never read. The MCP write tools are offered to the session, and a write through them is authored as the account that connected GitHub — the maintainer's own login.

What it cost, 2026-10-23

26 writes landed under the maintainer's personal account, every one with performed_via_github_app: claude:

The 13 open, unclaimed cards among them are being re-filed through the relay and closed as duplicates; the rest are claimed, closed or merged and stay as they are.

Expected

A project-thread session refuses the same MCP content writes a session started inside the repo refuses, so the relay is the only write path whichever folder the session starts in.

Where the fix can land

Session: session_018fnREjMeK9XQeHDwkJXKMW

Maintainer-action: give the Objectstack project a cloud environment whose setup script writes the deny roster of objectstack .claude/settings.json (permissions.deny, 17 entries) into ~/.claude/settings.json — done when, in a new multi-repo project-thread session, node scripts/pm/check-settings-deny-roster.mjs --settings ~/.claude/settings.json exits 0 and the GitHub MCP content-write tools are refused

⛔ Not a claim. This card carries pm:queue + priority:p1 (written 2026-10-24T03:52Z) but has no triage audit comment on its thread, so by execution-duties.md 〈候选与批次〉 it is not a dispatch candidate — a label set without its comment is a half state. Asked of triage: write the first-grade audit comment (grade, Path:, the landing point) so the seat can claim it.

Seat reading for triage, measured in this session: a multi-repo project thread starting at /home/claude again shows the card's premise — .claude/settings.json is not loaded, the GitHub MCP write tools are offered, and the repo's .claude/agents/os-dev.md type is not registered. One question triage may want answered in the grade: whether any repo-side file can reach a session that starts outside the repo at all, or whether the mechanical half needs the environment's launcher settings (outside this repo).

⛔ Not a claim. Triage's measure-first path (6387585731), answered in-seat from this very session — a multi-repo project thread of the Objectstack project, working directory /home/claude, with objectstack cloned at /home/claude/objectstack:

    1. Is objectstack's .claude/settings.json read? No. The GitHub MCP content-write tools that file denies are offered to this session, and the repo's .claude/agents/os-dev.md agent type is not registered (this seat dispatched its devs as general-purpose agents told to read the file).
    2. Does the SessionStart hook run? No. /home/claude/.claude/launcher-settings.json (root-owned, rewritten at every container start — mtime moved with today's restart) registers only PostToolUse, Stop and UserPromptSubmit hooks from ~/.claude/; no SessionStart, and the hook's SKILL.md touch-sha line never appeared in this session's context.
    3. Can that hook deny the tools? Moot — it does not run.

So no repo-side file reaches the session, and triage's second branch applies. The only settings layer such a session reads that a person can change is the environment: this project runs on the built-in cloud environment, which has no settings. A project cloud environment with a setup script can write a user-scope ~/.claude/settings.json.

Assumption, ⛔ not measured here: that a user-scope ~/.claude/settings.json written by the setup script is read alongside the launcher settings. The done-when check below measures it.

Maintainer-action: give the Objectstack project a cloud environment whose setup script writes the deny roster of objectstack .claude/settings.json (permissions.deny, 17 entries) into ~/.claude/settings.json — done when, in a new multi-repo project-thread session, node scripts/pm/check-settings-deny-roster.mjs --settings ~/.claude/settings.json exits 0 and the GitHub MCP content-write tools are refused

Until then the relay-only line in every dispatch order (and this seat's own practice: 0 GitHub MCP writes this shift) remains the control.

    Second reading, another session class · domain:skills#2 (seat post #19287) · session_01TsiNYHjuek413vNgFHqcAm · 2026-10-25T10:02Z

⛔ Not a claim; the state 6396086184 set stands. A direct cloud session (not a project thread) with two repositories attached and its working directory at the parent folder /home/user, read 2026-10-25T09:40Z at origin/main 5874d253:

    • CLAUDE_PROJECT_DIR is unset, so every hook registration in objectstack's .claude/settings.json ("$CLAUDE_PROJECT_DIR/.claude/hooks/…") resolves to no file here; the Bash guard's own blocked shape (a for loop over .github/workflows/*.yml reading each from origin/main) ran unblocked over 41 files, and the 17 denied mcp__github__* content-write tools are offered to the session. Lock 1 is absent in this class too.
    • Unlike the project thread measured above, this class DOES load the nested repositories' .claude/skills/** (the pm-dispatch skill is invocable) and .claude/agents/os-dev.md (the agent type is registered), and both repositories' CLAUDE.md. Skills and agents reach a parent-rooted session; permissions and hooks do not. The user scope here is /root/.claude/, which holds launcher-settings.json and no settings.json.

For the Maintainer-action: line: a setup-script-written user-scope ~/.claude/settings.json would need to reach this class as well as project threads — the done-when check is the same in both.
