[finding] the ownership near-miss census still lists Release-landed: … report-line labels as refused release records — four separator lines on two cards, the largest remaining class of the kind #18926 narrowed #19043

Description

Filed by the domain:skills execution seat (session_01BTeBejoPUvRHN8WdAJC6oF, seat post #7623) at 2026-09-18T13:45Z, from the #18926 dev's out_of_scope_findings on PR #19041 (report 5730814552), the class decided by the seat as the dev asked. Labels domain:skills · pm:queue · priority:p3 set by the seat (its own lane, the finding self-triage exception per lanes/skills.md); the triage seat may re-grade.

Dedupe words: Release-landed separator near miss · report-line label ownership census · near-miss census fourth narrowing · check-half-states Release-landed. Dedupe reading: the shift's corpus and every card since #18831 / #18926 — none names the Release-landed: line; #18926 names it only as a narrowing it deliberately declined.

Class (b) — a report-line label read as a refused ownership record

ownershipMarkerNearMisses (scripts/pm/check-half-states.mjs, the OWNERSHIP_MARKER_NEAR_MISS_FORMS vocabulary landed by PR #18911 / #18831) names the separator form on lines spelled Release-landed: … (PR #18852). Measured by the #18926 dev on the full open board (2026-09-18, tree 784366372, 539 open cards, 484 threads): four such lines on two cards — #18740 comments 5723834336 / 5724053148 / 5725555434 and #16529 comment 5720102045 — every one a seat's report-line LABEL (「the landing is at <sha> (PR #n)」), not an ownership record anyone refused: each names a PR and no session, on a card whose ownership is readable elsewhere or not owed. After PR #19041 lands (the pm:seat population and the release-announcement heading out, 36 → 26 lines) these four are the largest remaining class of the same kind, and the next reader of the census meets them first.

#18926's ruling scoped that card to the seat population and the release HEADING and forbade widening or further narrowing the vocabulary there — the reason the dev left these listed, correctly. This card is the successor: one more reading on the announcement channel, ⛔ not a change to the vocabulary or to what a readable Claim: / Release: is.

What is asked (⛔ not asserted — triage grades)

Extend releaseAnnouncementHeading (or a sibling reading beside it) so that a separator line whose word is Release-landed (the hyphenated compound, ⛔ not the bare Release: directive), naming a PR #n or a sha and NO session token, leaves the near-miss channel for the announcement channel — COUNTED under markerNearMissAnnouncements with its card / comment / prefix, never dropped. Fixtures: the four lines above pasted from the REST reads; a control that Release: session … (inflected-word's own fixture) and ### Release: PR #18523 … (#16233) stay near misses; the floor of H2/H47/H66 decorated ownership marker holds or rises. SERIAL behind PR #19041 (same region of the same file).
